Orlando Address vs. City Limits: What Your Mailing Address Doesn’t Tell You

Downtown Orlando high-rises reflected in Lake Eola

Here’s something that surprises a lot of buyers: a house with ’Orlando, FL’ on the mailbox may not be in the City of Orlando at all. The post office decides what city name goes on your mail. Your city limits decide who taxes you, who answers a 911 call, who picks up the trash, and whose rules apply when you want to build a pool. Around here, those two maps don’t line up.

Why the mailing city and the real city differ

ZIP codes were drawn to move mail efficiently, not to follow city boundaries. The City of Orlando says it plainly on its own website: although your address may say Orlando, you might be in unincorporated Orange County or another nearby city. Large, well-known areas with Orlando addresses, such as Conway, Azalea Park, Dr. Phillips and Pine Hills, are unincorporated Orange County, not the city.

It goes a step further on the south side. Belle Isle, the lake town wrapped around Lake Conway, and Edgewood, just west of it, are their own incorporated cities with their own city halls, both in the 32809 ZIP code. Belle Isle even has its own police department. A buyer looking at ’Orlando 32809’ could be in the City of Orlando, Belle Isle, Edgewood or unincorporated county, depending on the street.

Winter Park has the same quirk. Plenty of homes with a Winter Park mailing address sit outside the City of Winter Park, in unincorporated Orange County or across the line in Seminole County. I wrote about that in what a Winter Park address actually means.

What actually changes: taxes

This is where it shows up in dollars. Every property in Orange County pays the county’s countywide rate, the school board and a few regional levies. After that, the paths split:

  • Inside the City of Orlando, you pay the city’s operating rate, 6.65 mills for the 2025’26 fiscal year, and the city provides police and fire.
  • In unincorporated Orange County, you pay the county’s Fire and EMS taxing unit (2.8437 mills) and the Sheriff’s unincorporated taxing unit (1.8043 mills) instead, about 4.65 mills combined.
  • In another city like Belle Isle, Edgewood, Maitland or Winter Park, you pay that city’s rate instead.

On the Orange County Property Appraiser’s 2025 final millage sheet, City of Orlando tax districts total roughly 18.09 to 19.28 mills, while many unincorporated districts land around 16.1 to 17.5. A difference of about two mills works out to roughly $2 a year for every $1,000 of taxable value, so about $800 a year on a home with $400,000 of taxable value. That’s not a reason to choose one over the other. City residents get city services for it. But it belongs in your budget, and it’s why the seller’s current tax bill is only a rough guide. The Florida homestead exemption and the Save Our Homes cap change the math again once you own it.

One very local wrinkle: some unincorporated lakes have their own taxing unit. Orange County has no general tax funds for lake management, so owners around lakes like Lake Sue, Lake Holden, Lake Killarney and Lake Jessamine have formed special taxing units that pay for things like invasive plant control. Lake Sue’s rate is 1.25 mills, which the county itself illustrates as $625 a year on a $500,000 taxable value. If you’re buying lakefront, look for that line on the tax bill.

Services: police, fire, trash and permits

  • Police and fire. In the city, it’s the Orlando Police Department and Orlando Fire Department. In unincorporated areas, it’s the Orange County Sheriff’s Office and Orange County Fire Rescue. Belle Isle has its own police.
  • Trash. In unincorporated Orange County, curbside garbage and recycling is paid through a special assessment that appears on your property tax bill rather than a monthly bill.
  • Permits, zoning and code enforcement. A fence, a pool, a screen enclosure or an addition goes through the City of Orlando if you’re inside it and through Orange County if you’re not. Zoning rules, setbacks and what you can build differ between the two. If you’re buying with plans to add on, check this before you write the offer.
  • Voting. Only city residents vote for the mayor and city commission.

What doesn’t change: schools

School assignment in Orange County has nothing to do with city limits. Orange County Public Schools zones by address across the whole county, so a home in Conway and a home in a city neighborhood are assigned the same way. Don’t trust a listing’s school line; use the OCPS Find My School tool with the exact address, and check again before you close, because zones are redrawn. Across the county line, Seminole County Public Schools handles homes in Seminole, even ones with Winter Park or Orlando mail.

How to check any address in five minutes

  • Use the City of Orlando’s Check Your Address map. It tells you whether the property is inside city limits.
  • Look the parcel up on the Orange County Property Appraiser site. The parcel record shows the jurisdiction and tax district, and the city’s own zoning page sends people outside city limits there to find zoning.
  • Read the last tax bill. If you see the county’s Fire and EMS and Sheriff lines, the home is unincorporated. If you see City of Orlando, it’s in the city.
  • For a home near the Seminole line, use the Seminole County Property Appraiser too. Many ’Winter Park’ and ’Orlando’ addresses north of the line are in Seminole.

Why I bring this up early

In Central Florida, two houses a few blocks apart can have different tax rates, different permit offices and different rules, and the listing will say ’Orlando’ for both. Knowing which side of the line you’re on helps you compare them honestly. With over 37 years in the Real Estate Industry, it’s one of the first things I check when a buyer falls for a house, and if you’re still choosing where to look, my guide to choosing an Orlando neighborhood is a good next step.

Selling? Buyers and their lenders will ask these same questions, so it helps to have the tax bill and permit history ready. My seller page covers how I prepare a home for market.
